"Indian rivers give enough chance to manage flood situation by order" is a very apt thought as the three rivers which create havoc are in different regions of India. If we see Brahmputra River Basin it floods at first, followed by Ganga Ji and then, at last, it is the chance of Bagmati, Budhi Gandak, Gandak, and many other rivers systems of Bihar.
Thankfully Son River has been managed well as during the early 80's the Son river use to create havoc in all the regions of Bihar. Now, if we compare the same situation with Jharkhand it has made one of the most prominent systems of Damodar Valley Corporation or DVC over Sri Damodar River. (Here, in Sri because respectfully Damodar Ji is considered a male river system while many others are female.)
Now, thinking about all the Dams which has a great capacity to keep the great water resource in its catchment area which includes Tillaiya, Tenughat, Maithan and many other dams including Konar has helped not only in flood controls but it has given the opportunity in terms of jobs to many including engineers, fisheries and helped in generating tourism through its forest guest house.
One of the most ecological ways of managing the water resources and its basin could be found here with forest also found in a large number of hectares creating the balance between nature and river system.
On the contrary people in Bengal, Bihar and Assam had a poor mindset where they think that the flood situation not only helps them to get the privilege of hard cash but also many of the people get killed in the name of floods and monsoon. This leads to a personal harakiri where the old and the children are killed alike in large numbers and also many amounts of animals in terms of thousand crores get drowned in floods.
This leads to a situation out of control and the situation is the same every year where the Indian Media goes on honking the situation at first in Assam, Brahmaputra Delta, then in Uttarakhand and simultaneously in Bihar.
Now, think about all those places where one cannot make the dams or check dams in and around rivers but all those places where the river system aggravates could be made deeper with the help of the JVC Machine and drilling system and it will also not affect the river bed.
The most important aspect will be that the silt which is a kind of Ret or Balu i.e. Sand could be pulled out during summertime and it will never be called an Awadh or an illegitimate way of pulling the natural resource which is Balu or Sand. 
The more the river basin will get deeper the easier it will become to control the river floods and it will also lead to many canals to come out of the river system to help in irrigation. It is not necessary that thousands of hectares of land in the agricultural area just get inundated with water and then the person runs to Tehsil or Muffasil to get the money out of it.
Remember, that no money can help in terms of provisionary ways to get for the livestock or agriculture output, and thus the loss of lives and agriculture is the more of a thought which cannot be overcome by spending money.
Once a proper system of pulling out the sand from the river bed is done then not only the river system will become clean but it will also accommodate more of water and connecting it with canals will lead to better implementation of water as a resource.
The other good aspect will be that much of the river system will help to connect small towns and villages through boats and trawlers adding to a river system which will not only be a cheap alternative but it will also boost the local connectivity and add the resources like Blue Revolution which is Fish farming and agriculture will get a boost with water all the year round without pumps and generators. 
In this way, India will not have to get themselves running pillar to post with countries like Nepal and China and it will create a natural harmony between the countries and the most important aspect will be licensing of Sand excavation which will not create any issues for the DM's and Collectors as every year many of the good IAS Candidates get killed in the name of such ugly spat between the contractors.
So, one could say that Indian rivers give enough chance to manage flood situation by order and if the State Government will be a  little wise the country will see themselves out of such situation where the money is more important and people wait every year for the natural calamities to occur for milking the Government system for millions.
